Kansas Frontier Behavioral Health Integration Collaborative (FBHIC) — Open Solicitations
Iroquois Center for Human Development (ICHD) is issuing the following Requests for Proposals (RFPs)
in support of the Kansas Frontier Behavioral Health Integration Collaborative (FBHIC), funded through
the Kansas Rural Health Transformation Program (RHTP). All procurements are conducted in accordance
with federal competitive proposal requirements under 2 CFR 200.320.
Proposals for all open solicitations are due Friday, August 31st, 2026 by 5:00 p.m. Central Time.
Questions must be submitted by Friday, August 24th, 2026 by noon Central Time.

Open Solicitations
Regional Care Coordination Platform
ICHD is seeking a qualified vendor to provide a software-as-a-service (SaaS) enterprise care
coordination platform that can function as a shared layer across the six FBHIC partner organizations
and their independent EHR systems. The platform will support care coordination workflows, patient
communication, cross-partner reporting, and HIPAA-compliant data sharing.

Platform Requirements (Summary)
- AI-embedded notetaking and charting; referral management and warm handoff documentation
- Care plan creation, post-discharge follow-up workflows, and patient risk stratification
- Secure patient messaging, self-scheduling, and appointment reminder tools
- Cross-partner utilization dashboards and configurable reporting for RHTP and CCBHC metrics
- FHIR or HL7 compatibility; API documentation required; interface with Credible EHR and partner systems
- Role-based access for at least 20 concurrent users across six organizations
- HIPAA-compliant with BAA available; SOC 2 Type II certification or equivalent; MFA support; 99.5% uptime SLA
- Full implementation, training, and dedicated project management through go-live
Budget Structure
- One-time flat implementation fee
- Monthly per-user fee for 20 users
- Monthly per-patient fee (estimated 9,000 patients)

Data Integration Consultant
ICHD is seeking a qualified consultant or consulting firm to provide data integration services
across the FBHIC partnership. The consultant will bridge data across six independent EHR environments,
design and build HIPAA-compliant data pipelines, and support cross-partner reporting for grant
performance and CCBHC compliance requirements.

Scope of Work (Summary)
- Discovery & Assessment: Document all partner EHR systems, identify integration barriers, and produce a gap analysis report with recommended approach
- Integration Design & Development: Build data pipelines and middleware across all six organizations; develop shared data dictionary; align feeds to RHTP and CCBHC reporting
- Implementation & Go-Live: Manage phased rollout across all partners with minimal workflow disruption; establish data validation processes
- Training: Train both technical and operational staff; provide documentation and post-go-live support for 90 days
- Documentation & Knowledge Transfer: Deliver complete technical documentation and formal handoff to ICHD staff
Budget Structure
- One-time flat integration fee
- Flat training fee
- Vendors may propose alternative pricing structures within the approved Year 1 budget

Legal Services
ICHD is seeking proposals from qualified legal firms or attorneys to provide legal services
in support of structuring the FBHIC regional partnership. The primary work involves establishing
the Organized Health Care Arrangement (OHCA), drafting data sharing agreements, and preparing
Memoranda of Understanding and care coordination agreements among all six partner organizations.

Procurement Method
Qualifications-Based Selection (QBS) per 2 CFR 200.320 — ICHD will evaluate qualifications first, then negotiate fees with the highest-ranked offeror.
Scope of Legal Services (Summary)
- OHCA Development: Advise on structure and governance; draft the OHCA agreement under 45 CFR 164.506 and Kansas law; support partner negotiations
- Data Sharing & HIPAA Compliance: Draft DSAs with all five hospital partners; advise on 42 CFR Part 2, Kansas mental health confidentiality statutes, and BAAs with technology vendors
- Care Coordination Agreements: Draft MOUs and service-level agreements with each hospital partner; advise on Stark Law, Anti-Kickback Statute, and liability allocation
- General Legal Support: Review vendor contracts for federal compliance; provide ad hoc guidance to the Executive Director throughout project implementation
